You will need to amend your screen settings as follows:
Right-click the desktop, select Properties, and then click the Settings tab, and check that the Color Quality dropdown is set to Highest (32-bit), if not change it to 32-bit, and click OK to close the Display Properties dialog.

Your PC is missing the Visual Basic 6.0 run-time libraries, which are available from Microsoft's website.

I get a black screen when trying to run Track Designer after installing it.
If you receive a black screen with no messages or dialogs, you can try the /disablesky command-line switch as follows:
Click the Start button, select Run and type:
"C:\Program Files\Scalextric Track Designer\trackdesigner.exe" /disablesky
NB: Include the double quotes around the file path.
Then click OK
